Governance Reform Under Real-World Conditions: Citizens, Stakeholders, and Voice:  A briefing paper on the new World Bank book of the same title by Sina Odugbemi and Thomas Jacobson that analyzes efforts to improve governance systems around the world, particularly in developing countries.  The brief summarizes the book’s overview of innovative approaches and techniques for dealing with the most important non-technical or adaptive challenges that impede the success and sustainability of reform efforts. Radio and Development in Africa:  A Concept Paper:  A report by Mary Myers on radio and the types of stations best for reaching and empowering the poor.  Local radio still performs the function of “a community telephone kiosk” in many isolated rural areas and radio's immediacy, portability and ubiquity make it an invaluable tool in emergencies and humanitarian aid.  Prepared for the International Development Research Centre (IDRC) of Canada.  Aug. 2008
